The average number of putts on the holes where a player reached the green in regulation.

Formula
putts per GIR = putts on greens hit in regulation / greens hit in regulation

Counting putts on every hole rewards missing greens: a chip to two feet and one putt looks like great putting. Counting only the greens hit in regulation compares putting from the same starting point, the green, in the same number of strokes.

BirdieAPI serves it from ESPN's tournament stat line for PGA Tour events from 2011, and get_leaders ranks a season by it.

The common mistake

It still depends on how close the approaches finished. A great iron player putts from shorter range and looks like a better putter than he is.
